When I wound from cones on a horizontally mounted rack I remember having to go slowly so the cones didn't keep spinning when I stopped and cause the problem you describe. I'...Ernie, no there are no pegs under the cones. I'm planning to invest in a version 2.0 of this rack with something smoother than screen for the diagonal part and tall pegs for each cone. You see how the cones that are about to run out have a fat cone next to them? They are tied together so that I don't lost threads when I'm winding.
